Working affirmatively with a social agenda often requires creating structures for those who need them most in a crisis situation, whether triggered by an environmental disaster, human conflict or long-term poverty and deprivation. A crisis, though, tends to require an immediate, provisionary response rather than a permanent solution. Martyn Hook, Professor of Architecture at RMIT University in Melbourne, explores the 'pop-up' tenure of affirmative architecture internationally, as exemplified by the work of TYIN tegnestue Architects, Shigeru Ban Architects, Tezuka Architects and Monash Architecture.

This guide is designed to be used in the field throughout the sheltering cycle during emergencies by the organisation FEMA.

Construction quality in humanitarian crises, protracted crises and on-going development programs is often subject to weak building regulations in countries that have poorly developed frameworks. This project aims to develop a harmonised set of non-technical standards for construction processes that can be adopted in any context, and that will inform a consistent position on construction due diligence that agencies can commit to. This WG is led by Save the Children.

The Sphere Project – or ‘Sphere’ – was initiated in 1997 by a group of humanitarian non-governmental organisations (NGOs) and the International Red Cross and Red Crescent Movement. Their aim was to improve the quality of their actions during disaster response and to be held accountable for them. They based Sphere’s philosophy on two core beliefs: first, that those affected by disaster or conflict have a right to life with dignity and, therefore, a right to assistance; and second, that all possible steps should be taken to alleviate human suffering arising out of disaster or conflict.

Though the contemporary world in the West has only just started to value architecture that is temporary and highly flexible rather than permanent and timeless, the East has a long building tradition respecting the transitory and ephemeral. Mark Taylor, Professor of Architecture at the University of Newcastle, Australia, looks at ways in which recent architecture in China, Japan and New Zealand has been embracing the limits and passing of time.

UNHCR, the UN Refugee Agency, is a global organization dedicated to saving lives, protecting rights and building a better future for refugees, forcibly displaced communities and stateless people.

Shelter needs may vary, depending on the nature of the disaster and the emergency situation created. This chapter considers the examples of: people who seek and organize their own temporary shelter; those who are obliged to take shelter in public buildings, offices etc; and those who are displaced to an unbuilt site where all shelter, water supply and sanitation facilities need to be provided.

The access of refugees and migrants to quality, essential health services is of paramount importance to rights-based health systems, global health security and to public efforts aimed at reducing health inequities.
